Ben Rossen is special counsel in the Washington, D.C. office of Baker Botts and a member of the Firm’s Antitrust and Privacy and Data Security practice groups. He represents major technology clients, including large digital platforms, social media companies, artificial intelligence providers, and fintechs, as well as emerging companies and rising tech start-ups. Prior to joining Baker Botts, Mr. Rossen was a senior attorney in the FTC’s Division of Privacy and Identity Protection, and an advisor to the Director of the Bureau of Consumer Protection. He also served on the Energy and Commerce Committee of the U.S. House of Representatives, where his portfolio included FTC oversight and comprehensive privacy legislation. He has extensive experience handling high profile privacy and data security investigations before the FTC, and advises clients on privacy, security, and competition issues related to the FTC Act, COPPA, the GDPR, CCPA/CPRA, and other state and federal privacy laws and regulations. As a thought leader, Mr. Rossen has published articles on antitrust, privacy, FTC rulemaking and litigation, and is a frequent speaker on these issues. He clerked at the U.S. District Court for the Eastern District of New York and is a graduate of Harvard Law School.
