David Morris is partner at San Francisco office of Jones Day. He is a health care attorney focusing on complex transactions driven by health care payment reform. David advises clients regarding the development of clinically integrated networks (CINs) and accountable care organizations (ACOs); the negotiation of value-based payment and risk-based payment arrangements (e.g., shared savings, shared risk, pay-for-performance, bundled payment, capitation, and percent of premium arrangements); and participation in Centers for Medicare and Medicaid Innovation (CMMI) demonstration programs (e.g., MSSP, BPCI, etc.). He also advises clients with respect to mergers, acquisitions, joint ventures, and other complex transactions and arrangements and routinely counsels clients on compliance with California’s Knox-Keene Act and other state insurance laws and state and federal anti-kickback and physician self-referral (e.g., "Stark") laws.
