Sam Bowman is a founding editor of Works in Progress. Previously, he was director of competition policy at the ICLE, principal at Fingleton, and executive director of the Adam Smith Institute. As an affiliate of the International Center for Law and Economics (ICLE), he helped manage the Center’s work on competition and platform regulation issues in the US and overseas. Before joining ICLE in 2020, he was a Principal at Fingleton, a London-based regulatory and competition advisory firm, where he advised corporate clients on competition and public policy issues and led UK industry reviews into Open Banking and open data in the energy market. Before that, he was Executive Director of the Adam Smith Institute, one of Europe’s leading think tanks. He holds degrees in economics and history from University College Cork and the University of London.
